If your PDF won’t upload to the FAC system, it may not meet required formatting or technical standards.
Common reasons a PDF won’t upload:
The file exceeds the maximum size limit of 100MB.
The file includes interactive or fillable form fields.
The file is password-protected or locked.
The PDF contains non-standard fonts or embedded media.
The file is an image-only PDF (text can’t be selected or copied).
The file was not created using a PDF/A-compliant tool.
What to do:
Open the file in Adobe Acrobat or another PDF editor.
Save the file as a flattened or reduced size PDF format:
In Adobe Acrobat:
File > Save As Other > Archival (PDF/A)
In Adobe Acrobat:File > Save As Other > Reduced Size PDF
Make sure you can select text in the file—this confirms it's not just a scanned image.
If issues persist, try printing the file to a new PDF using Microsoft Print to PDF or an equivalent tool.
Still not working?
Try compressing the file if it’s too large.
